In an interview with FedScoop, Jennifer Pahlka, the former deputy CTO of the Office of Science and Technology Policy, expressed her views on the talent acquisition challenges faced by federal agencies. She emphasized that the government must “pair mandates with enablement,” facilitating the hiring of essential AI talent and upskilling federal employees.

The Hiring Conundrum

While existing policies, such as those giving direct hire authority to agencies, have reduced some bureaucratic bottlenecks, they fall short in solving the issue entirely. Agencies still grapple with complex and burdensome hiring procedures, particularly when separate hiring is required for each open position.

Pahlka emphasizes the importance of investing significantly in “upskilling” their workforce. Apart from just hiring new talent, existing personnel need training to leverage AI technologies effectively. There’s also a call for a significant investment in core digital work. According to Pahlka, the effort needed in this direction is substantial; even an increase in current efforts may not be enough.
